A Police Character Certificate (PCC) — also called a police clearance or character certificate — is the document from the Nigeria Police Force that confirms whether or not you have a criminal record. Embassies and immigration authorities ask for it when you apply for a visa, permanent residency, foreign work or study, adoption, or certain jobs. This guide covers who needs a PCC, the biometrics and documents required, and how to get yours issued in 2026 — in a form that will actually be accepted abroad.

What a PCC certifies

The certificate states, as of its issue date, whether you have any recorded criminal convictions in Nigeria. It is tied to your identity and biometrics — which is why fingerprint capture is central to the process — and it is issued centrally by the Nigeria Police Force, not by your local station.

Who needs one

  • Visa, residency and citizenship applicants (most embassies require it)
  • Nigerians taking up work or study abroad
  • Intercountry adoption applicants
  • Some employers, professional bodies and licensing authorities

What you need before you apply

  • Your international passport data page, or another valid government ID
  • Your NIN
  • Recent passport photographs
  • Fingerprints and biometric capture
  • The reason for the request and the country it is for
  • Payment for the application
Insider tip: Apply with the exact name and date of birth that appear on the passport you will use abroad. A certificate that reads “Chukwu Emeka” when your visa application says “Emeka Chukwu” can be rejected by the embassy, and re-issuing it means starting the biometrics over.

How to apply, step by step

1. Register and start the application

Create your application on the Nigeria Police character-certificate service and enter your personal and passport details exactly as they appear on your ID.

2. Pay the official fee

Pay through the approved channel and keep the payment reference — you will need it to book your capture.

3. Book and attend biometric capture

Schedule fingerprint and photo capture at an approved centre and attend in person. This is the one step you cannot do remotely.

4. Submit and track

Once your biometrics and documents are in, submit the application and note your reference so you can track its progress.

5. Collect or receive your certificate

Collect the issued certificate — and check your name, date of birth and passport number are correct before you submit it anywhere.

Easter egg: If the certificate is for use overseas, many countries also want it legalised — an apostille or authentication through the Ministry of Foreign Affairs, and sometimes the destination country’s embassy. Ask the receiving authority whether they need this before you apply, so you can line it up in one run instead of two.

How long it takes and what it costs

Processing commonly runs from several days to a few weeks, depending on capture availability and verification. There is an official application fee; the larger cost is usually the time, especially if you also need the certificate legalised for a specific country.

Let RenewPapers handle your police certificate

We either file directly through our channels or put a person in the queue for you, so you spend one trip on capture and nothing on back-and-forth. No valuable time wasted on paperwork.

What slows a PCC down

  • Names or dates that differ between your ID, NIN and application
  • Missing or poor-quality biometric capture
  • Not learning your destination needed legalisation until too late
  • Applying at the wrong office instead of the central service

This guide is general information, not legal advice. Police certificate requirements and fees change; confirm current steps and any legalisation your destination requires before applying.
